Segundo Carafí

Segundo advises on international security and defence policy in Argentina, bringing an unusual combination of political judgement, executive-management experience and direct knowledge of how security institutions operate.\n\nHe holds a degree in Economics from the University of Buenos Aires (UBA) and specializes in intelligence, political communication, strategy and institutional strengthening. Throughout his career, he has combined an early vocation for political action and institution building with executive experience in public, private and nonprofit organizations. His profile is distinguished by an ability to identify political and cultural shifts at an early stage, build organizations capable of advancing them and lead their execution.\n\nAt the age of twenty, he founded the Centro de Estudios Cruz del Sur, one of the pioneering organizations in restoring conservative thought to Argentina's public debate. With an explicitly Catholic identity and a nonpartisan stance, the think tank anticipated the country's cultural and political transformation by several years, promoting the Western and Christian tradition through youth education, nationwide conferences, publications and content production. Many of the figures who later became prominent in that debate passed through its training programmes, making the Centre one of the principal incubators of that new generation.\n\nIn 2019, he supported Falklands War veteran Juan José Gómez Centurión, recipient of the Cross for Heroic Valour in Combat, during his presidential campaign. Segundo played a central role in political-communication strategy, social media and campaign narrative, while also leading the movement's youth wing.\n\nIn parallel, he developed his professional career at Microsoft, Uber and Aleph in strategy, operations and project-management roles covering Latin America, Europe, the Middle East and Africa, leading regional initiatives and coordinating multidisciplinary teams in highly complex environments.\n\nIn 2023, he left the private sector to join the team of San Isidro's then mayor-elect, first as Director General for Strategic Planning and later as Chief of Staff of the Security Secretariat. He now leads the Secretariat's integrated management and translates political strategy into concrete operational results.
